ORDER:-
In the reference 1st read above, Govt., PR&RD (General) Dept., have
communicated a copy of the instructions of the Chief Electoral Officer,
Andhra Pradesh, Dt:22.01.2019 and requested to take immediate appropriate action as directed by Election Commission.
The Chief Electoral Officer, Andhra Pradesh, vide letter Dt:22.01.2019 has issued instructions as follows,
No officer connected directly with elections shall be allowed to continue in the present district of posting:-
(i) If she/he is posted in her/his home district.
(ii)If she/he has competed three years in that district during last four (4) years or would be completing 3 years on or before 31 May 2019.
(iii)The officers shall not be posted or allowed to continue in the AC/ District where he/she was posted during the general elections held to the Assembly prior to 31.05.2017.
(iv)The period of 3 years shall also include promotion to a post within the district is to be counted.
(v) Any officer who is due to retire within the coming 6 months will be exempted from the purview of transfers.
(vi)The officers / officials against whom the commission recommended disciplinary action in the past which is pending on resulted in penalty shall not be assigned any election related duty.
(vii) No officer against whom a criminal case is pending in any court of law be associated or deployed on election related duty. Govt., vide reference 3rd read above, have issued orders for transfers/posting of all the officers who are connected with conduct elections in the State of Andhra Pradesh.
