ORDER:
The Director of School Education, in the reference 7th read above, has stated that, Government vide Memo 1st read above, has taken a decision. to affiliate all the Government schools to CBSE scheme in a phased manner. In first phase, 1,000 Government schools were affiliated and 76,990 number of students in the said 1,000 schools are supposed to appear for the 10th Class CBSE Board exams.

As things stood thus, feedback has been received from various quarters that, at present, both the teachers and the students in the said 1,000 schools are ill equipped to handle CBSE Board exams since the capacity building of teachers has been grossly inadequate to prepare the students for the CBSE Board Exams and moreover since students have not been exposed to CBSE standard of assessments so far, there is a very high risk of failures in the final exams. Consequently, Government wanted to asses the exact situation in each of the said 1,000 schools. Accordingly, the Government has decided to conduct an online
Formative Assessment (FA) in the said schools with question papers aligned to CBSE standards to identify teaching and learning gaps.
Thus, online FA assessments were conducted in the said 1,000 CBSE- affiliated Government schools based on question papers aligned to CBSE standards, meticulously designed by Education Initiatives (EI), a SALT Partner under Samagra Shiksha, AP,
3 The assessments encompassed key subjects, including English, Mathematics, Science, and Social Studies. The main assessment period ran from August 21 to August 24, 2024. Following this, two supplementary assessment phases were also conducted, extending until August 31, 2024. This comprehensive approach ensured a thorough evaluation of students' competencies. In total, 75,843 students participated in these assessments, providing a robust data set for analyzing and addressing educational gaps. After ascertainment of the results of 75,843 students in four subjects, considering 35 as the Pass Mark in each subject, the following was the pass percentage in the said 1,000 schools:-
Schools with Zero Pass Percent in 326 schools. Schools with Pass Percent (1% to 25%) in 556 schools Schools with Pass Percent (26% to 50%) in 66 schools Schools with Pass Percent (51% to 75%) in 37 schools Schools with Pass Percent (76% to 99%) in 14 schools. Schools with 100% Pass Percent in 1 school
4. The performance of students in the said 1,000 Government schools affiliated with the CBSE is s alarmingly poor, por, as highlighted by the he results. A significant proportion of students falled to meet even the basic proficiency standards across key subjects, with a majority scoring below 40% in English, Mathematics, Science, and Social Studies. These results. indicate that the vast majority of schools and students are not currently prepared for the demands of the CBSE board examinations. Though a small number of schools performed well, their success is limited, highlighting the need for further support and preparation.
5. The Director of School Education has therefore, requested the Government to take a decision at this critical juncture to avoid hardship of the students.
6. Government, after careful examination of the matter, has observed that, without significant improvement, the students in these schools risk failing these examinations, which could harm their academic futures and career prospects. Students failing multiple subjects are likely to experience high levels of academic stress, which may lead to disengagement and a higher dropout rate, especially in critical transition years like Grade X. The results highlight inadequacies in teaching methods and curriculum alignment with CBSE standards. Teachers have not been sufficiently trained to deliver CBSE content effectively, leading to systemic issues in educational delivery. The underperformance also reflects challenges in the Government's rapid transition to the CBSE system. Without proper preparatory measures, the shift has exposed both students and teachers to new standards without adequate support. Therefore, it would be gross injustice exposing the students to CBSE Board assessments without building the capacities of both students and the teachers.
7. Accordingly, Government hereby order that, the implementation of CBSE assessments for 10th class in the said 1,000 schools, is deferred for the time being and it will be taken up once the capacities of student and teachers arrive at the minimum threshold. It is also decided that a gradual transformation to better standards in assessments would be taken up from 6th-grade onwards in all Government schools from the academic year 2025-26, which provides a structured transition, enabling students and teachers to become accustomed to the new system without overwhelming them. Consequently, Government hereby further order to shift all the existing 10th class students in the said 1,000 schools to SSC Board for 2024-25 final assessments.
8 The Director of School Education, shall take further necessary action accordingly, in the matter.
