Samagara Siksha Abhiyan Grants Guidelines School Grants for the year 2018-19, SSA Grants Guidelines Utilization of Grants Guidelines

School Grants Guidelines:

  1. As a support for Quality Improvement, composite school grant is sanctioned on an annual basis to Government Schools. The objective is to utilize this support to provide conductive learning environment in schools.
  2. School grant is primarily meant for the replacement of non- functional school equipment and for other recurring costs, such as consumables, play material, games, sports, equipment, laboratories, newspapers, electricity charges, internet, water, teaching aids etc.,
  3. The grant may also be used to provide annual maintenance and report of existing school building, toilets and other facilities to keep the infrastructure in good condition.
  4. The same may be utilized for promoting Swachh Bharath Campaign and undertake activities under Swachhta Action plan.
  5. There must be involving elements of community contribution
  6. There must be transparency in utilization and provision for social audit.
  7. The norms for utilization of the composite school grant lays down that, a minimum of 10% of the grant should be used for activities related to Swachhta Action Plan namely, undertaking maintenance of school facilities including toilets, safe drinking water and for improvement in water, sanitation and hygiene (WASH) infrastructure.
  8. To be spent only by School Management Committee

 CRC Grant

Utilization of School Complex Grant with details

a. Contingency Grant – Rs.10,000/-

  1. Maintenance of ROTs
  2. Procurement of Registers, Records, Stationary etc.,
  3. Teacher Reference Books as per the list communicated by SPO.
  4. Purchase of Educational CDs.
  5. Providing Tea & Refreshments to the participants.
  6. Postage & Xerox
  7. Requirement School Complex meetings.

b. Meeting and TA Grant – Rs.5,000/-


  1. Conveyance for school visit to the School Complex HM @ Rs.500/- per month – Rs.5000/- per annum (Minimum under schools once in a month) subject to furnishing of school visit report to DPO/DEO.
  2. Other items any as per   requirement  from  the  savings of  the above items.
  3. School Monitoring.
  4. Reviews with Head Master of Primary and Upper Primary Schools.

c. TLM Grant – Rs.7,000/- per annum


  1. Procurement of material for preparation of TLM in the School Complex Meetings.
  2. Procurement of permanent TLM
  3. Purchase of Educational magazines
  4. Other contingencies if any to meet from the savings of the above items.
  5. Requirement in School complex meetings.

 General Guidelines for MRC Grants:-


  1. All types of grants shall be utilized as per the Implementation Plan.
  2. The SMC shall make resolutions to utilize all types of grants (except MRC) on the above mentioned items and the resolutions shall be recorded accordingly.
  3. Social audit shall be done by SMC on utilization of the grants.
  4. Stock and Issue Registers shall be maintained for the items procured and utilized.
  5. Expenditure and balance available shall be displayed on the notice board.
  6. Discussion on utilization of grants shall be conducted at bi-monthly SMC meetings.
  7. Cash book and vouchers shall be maintained for all the transactions.
  8. Headmasters are responsible for utilization of grants as per guidelines at school level; School Complex Headmaster & Joint Secretary at Complex level and MEO at MRC level.
  9. School Complex and MRC grants shall be drawn every month as per monthly requirements only.
  10. The DIET, DPO staff and MEO shall monitor the utilization of grants and record in the academic guidance register and furnish report to the DPO and SPO. Necessary action may be taken based on the observations made during their visits.
  11. The State Level Observers shall also visit sample schools, MRCs and School Complexes and observe the utilization of grants and recommend appropriate measures and action.
