G.O.Ms.No.117 Dated:10-06-2022 Read the following:-

ORDER:-
Government of India have enacted the Right of Children to Free and Compulsory Education Act, 2009 and Government of Andhra Pradesh have issued Rules in 2010. As per Section 19 read with the schedule of the Act, Government have set the norms for number of teachers to be positioned from Class I to Class VIII based on the strength of students
2. In the G.O. 2nd read above, Government have issued guidelines for re- apportionment of teaching staff among various managements viz., Government, Zilla Parishad and Mandal Paraja Parishad Schools.
3. The National Education Policy, 2020 has observed that, "the gap between the current state of learning outcomes and what is desirable must be bridged by undertaking major reforms to bring the highest quality and integrity into the system from early childhood education through higher education" NEP has also drawn on the need to focus on ECCE and Foundation Literacy and Numeracy (FLN) as an urgent and necessary prerequisite to learning and also on the need for efficient resourcing and effective governance in School Education system.
4. The National Educational Policy, 2020 also suggested to restructure the school curriculum and pedagogy in a new design of 5+3+3+4 where the first five years is called the Foundational Stage (3 years + Grade 1-2), followed by Preparatory (Grade 3-5), Middle (Grade 6-8) and High School (Grade 9-12 in two phases i.e., 9 & 10 in first, 11 & 12 in second).
5.In the G.O. 3rd read above, Government have accorded permission for restructuring and relocating the existing Anganwadi centers and existing non residential schools run by State Government, Mandal Parishad, Zilla Parishad, Municipal and Tribal Welfare Departments schools into (i) Satellite Foundation School (PP1 & PP2) (ii) Foundational School (PP1, PP2, Class1 &
2); (iii) Foundational School Plus (PP1, PP2, Classes 1 to 5); (iv) Pre High School (Classes 3 to 7 or 8); (v) High School (Classes 3 to 10) and (vi) High School Plus(Classes 3 to 12). The reforms are already at augmenting the available educational infrastructure and enhancing the synergy among various institutions. This will also facilitate implementation of comprehensive
